Speakers

Kyle D. Burns serves as the Deputy Special Agent in Charge (DSAC) for Homeland Security Investigations (HSI) in Charlotte, North Carolina. In this role, Mr. Burns leads over 175 Special Agents, Intelligence Analysts and Administrative staff in 8 field offices covering the full spectrum of HSI investigative activities in North and South Carolina. Mr. Burns is responsibility for the oversight of HSI's investigative and enforcement initiatives and operations targeting cross-border criminal organizations that exploit America's legitimate travel, trade, financial and immigration systems for their illicit purposes. This includes the investigation of financial crimes, bulk cash smuggling, narcotics smuggling and trafficking, human smuggling and trafficking, commercial trade, fraud and intellectual property right crimes, cyber-crimes and the exploitation of children, immigration and document benefit fraud; human rights violators, transnational gang activity, weapons smuggling and export enforcement.
Prior to his selection as DSAC, Mr. Burns served as the HSI Senior Liaison Officer to U.S. Africa Command (USAFRICOM) in Stuttgart, Germany. In this position, Mr. Burns worked with USAFRICOM to provide direct support and analytical assistance to the HSI Africa Attaché offices and helped build African partner nations’ law enforcement capabilities through international training engagements and operational support.
Between 2012 and 2018, Mr. Burns held various first and second-line supervisory field positions to include serving as an HSI Assistant Special Agent in Charge in Detroit, MI and Resident Agent in Charge in Reno, NV. In December 2009, Mr. Burns was promoted to HSI headquarters in Washington, D.C. and served in several critical positions to include Section Chief in the ICE Office of Congressional Relations, Section Chief in the Office of the HSI Executive Associate Director and National Program Manager in the Illicit Finance and Proceeds of Crime Unit.
Mr. Burns began his law enforcement career in 1998 as a police officer with the Horry County (SC) Police Department where he achieved the rank of detective. In 2003, Mr. Burns entered federal service as an HSI Special Agent in Boston, Massachusetts and worked financial, narcotics and asset forfeiture investigations prior to transferring to HSI Baltimore. In 2008, Mr. Burns was selected to complete a one-year detail as an HSI Congressional Fellow assigned to the U.S. Senate Committee on Finance as a staff investigator.
Mr. Burns holds a Master’s Degree in Criminal Justice from Boston University and a Bachelor of Arts from Coastal Carolina University.
